This a portable, gas powered, hydraulic pump.

The yellow and red hoses connect the pump to the appropriate tool.

The silver cylinder is a hydraulic ram used to spread confined areas for extrication.  It might be used to push the dashboard away from the floor.

The tool in the middle is called an "O" cutter.  It is used to cut through door posts, door hinges, etc.

The tool to the left is call a spreader.  It is used to push panels apart, spread open doors, etc.
